UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a recent study of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and land to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group said that a high proportion of authorities seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise service redesigns and utilising financial reserves to weather increasing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Financial Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of regional authorities this week also found council budgets being strained by the growing number of children and older individuals needing Send support.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” said the study.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of England. The data underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study found.
